Mr. Benten first passed himself off as an agent with Starfleet's Temporal Investigations Office, but is in fact an agent of Section 31.

On stardate 64067.4 Benten claimed to be assigned to conduct follow-up interviews with the members of the USS Potemkin crew who traveled back in time to 18th century Russia with The Traveler Wesley Crusher. (TEM: "Indistinguishable from Magic, Parts I-III") During the course of the interview, he also overheard a communication concerning Nicole Cervanny, and ordered her detained as a "person of interest." (TEM: "A Thing or Two About Loyalty, Part I")

On stardate 64069.5, Benten discharged a systems disruption device while pretending to conduct a closed-door interview with Nicole Cervanny, blaming her for the incident when confronted by the Potemkin crew. Only later, when Nurse Ceja noticed an irregularity in his prosthetics, was Benten discovered not to be a Benzite at all, but a human in disguise: Bill Tankersley, the missing Starfleet Intelligence agent. His plan had been to learn what he could about Jarikar, taking Cervanny in with him if possible, but his plans were foiled by that meddling Potemkin crew.
