Inhabitants of Xenia. They had technology comparable to the Federation. The Xenians wished to open negotiations with the Federation, but insisted on strict procedures. They became paranoid when a transporter accident shunted the away team to two of the Xenian moons. They held Warp, who had beamed down there to begin negotiations and fired on a runabout when it tried to approach the planet and explain. Warp later suggested that an ambassador be sent to held smooth over relationships.
