Bajoran Lord from around the 16th or 17th century. He was credited with introducing Base 10 mathematics into the Bajoran reckoning of arithmetic. He was a mostly arrogant and condescending man and wore clothings made of fine Bajoran silk.

The crew encountered Zeddar after a transporter accident sent him to the 24th century. He was extremely interested in knowing what he could from the futuristic technology, and stole his knowledge of Base 10 reckoning from his time on the Navarre. He treated the crew, especially Arkin and Jordan, poorly and it was general relief when he was finally sent home.
