Supposed brother of con man John Harker, Bob piloted their craft and would attack Federation vessels while Harker and accomplice Burgh were running their con.

Though never seen, Bob was contacted by the 'Tem after the con was discovered and told to stand down or risk being fired upon.

Eventually the three con men were left on the vessel (with the engines disabled) to wait for a crew from DS9 to collect them.
