Romulan Praetor who was appointed after the death of Praetor Shinzon (Star Trek X: Nemesis). He had been involved in negotiations with Captain Riker of the USS Titan. The Potemkin was invited to join in with these negotiations because of their connections with Admiral Servos and Commander Rokan during "Bird of Paradise."

Keicero stunned all the delegation present when he announced a series of bold initiatives: abolishing the Neutral Zone, free trade between the Romulan Star Empire and the Federation, and the establishment of full diplomatic relations. Although questioned as to the sincerity of these moves, he assured those present that he was sincere in his desires to improve relations between the two powers.

Later, after almost being attacked by a Klingon fleet, he entered into negotiations with the Klingon Empire with the Federation serving as moderator. The crew found out the fruits of these negotiations during "Fire's Blessing" when, at DS9, they viewed an announcement from Keicero that the neutral zone had been abolished and free travel was possible between the Federation and the Romulan Star Empire.

While these measures eventually expedited the Romulan war effort against the Klingons, it is not certain how complicit Keicero was in the eventual aggressive moves.
