Leader of the Young One vessel. Having eleven sun rounds, he was considered a bit too old to be in command of a ship. He encountered the Potemkin on the edge of a Federation-Romulan border and mistook the crew for the senile older ones of his own race. He was eventually convinced of the truth and toured the Potemkin in order to begin an information exchange between the two cultures.
