A fat, gold-pressed latinum obsessed businessman who set up shop in the Gamma Quadrant. His plan was to hoard goods from across the Alpha and Beta Quadrants and then destroy the wormhole with a silithium bomb, thus instantly raising the price of his wares and making a fortune off those stranded when the wormhole would cease to exist.

To this end he owned a station near the Idran Terminus where come to buy his goods. At the top most level was his chamber and ante chamber, both covered in gold-pressed latinum. He also employed a Caitian starfighter force, led by the Great Flying Fug, to patrol around his station and a mechanically enhanced Pakled, named Ogjub, to deal with security.

Latiner ran afoul of the 'Tem when one of his ships stole the 'Tem's warp coils, replacing them with useless gold. At the same time, Nguyen beamed aboard that same ship, leaving a gold-press latinum statue of himself on the 'Tem. Thinking that the ship had somehow turned Nguyen into this statue, the crew gave pursuit in the Tiber. They found Latiner's station and confronted him. The Tellarite sicked both the Caitians and Ogjub on the crew, but the former turned on him from lack of promised payments, and Ogjub was defeated by the real Nguyen who had been captured by the businessman.

Nguyen revealed that Section 31 had been keeping an eye on Latiner for some time and when the 'Tem was trapped in the Gamma Quadrant he was told to go after him. Latiner's fate is unknown, but he was turned over to Caitians to be dealt with as they pleased.
